On July 3rd, Moldova’s Prime Minister Alexandru Munteanu unexpectedly resigned after only eight months in office. Less than three weeks later, the Moldovan parliament approved a new government led by Vasile Tofan. At first glance, this looks like continuity rather than change. Most ministers have remained in their posts, the government’s pro-European direction appears unchanged, and the new prime minister comes from a broadly similar professional background to his predecessor.
So why did Moldova replace one technocratic prime minister with another? Does the reshuffle reveal a deeper crisis within the governing camp, or is it an attempt to accelerate reforms before the next electoral cycle?
